  2. Add cold water and mix until the dough comes together. Wrap it in plastic wrap and refrigerate for 30 minutes.
  3. In a large skillet, sauté the onions and garlic until fragrant. Add the chicken and cook until browned. Add potatoes and carrots, cooking until slightly softened.
  4. Sprinkle flour over the mixture and stir well. Pour in the chicken broth and milk, stirring until the mixture thickens. Season with salt and pepper.
  5. Roll out the pastry and cut into circles. Place a spoonful of the chicken mixture in the center of each circle. Fold the pastry over, creating half-moon shapes, and crimp the edges to seal.
  6. Bake at 375°F (190°C) for 25-30 minutes, or until the pies are golden brown.
